RTI Ex CIOCM Peter Newman Anglo Grosvenor Spontaneous Combustion Mine Explosions May and June 2020 and Anglo Moranbah North Feb 20 Spontaneous Combustion Overpressure Event

Once again we are off to the RSHQ mysterious, magical, merry go round of any Right to Information request.

This is to see why there is no Mine Record Entry for when then Chief Inspector of Coal Mines Peter Newman  was on the Moranbah North Mine Site on the 15th of March 2021.

The mine had all workers out of the Mine due to a Section 167 Directive issued by Inspector Brown on the 21st of February stating there is  suspension of re-entry into the Moranbah North mine until such time as the SSE can demonstrate an acceptable level of risk.

It will be approximately another month until anyone re-enters Moranbah North Mine

There will now now be months of delay and going blindfolded round and round in circles until RSHQ says

  1. It is all too much work and a diversion of resources, it is exempt and not in the public interest to release anyway.
  2. Also we will not divulge even the names of the documents and even a short description of information they may contain in any form

As I wrote several days ago from my RTI, Inspector Brown attended Moranbah North Mine site for the purpose of collecting samples from borehole collars and or gas drainage infrastructure, pursuant to s143 Seizing evidence at coal mine or other place.

During this after a question from ANGLO Management, Inspector Brown notes how he discussed the Issue with the then Chief Inspector of Coal Mines Peter Newman, who just happened to be on the Moranbah North Mine site conducting his own Inspection that day, and was no doubt engaged in formal meetings and conferences

Mr XXXX asked if RSHQ will be sharing the analysis results of samples taken today, I undertook to make this request to the Chief Inspector whom has since being at the site has approved sharing of these results

There is no Mine Record Entry from then CIOCM Peter Newman even though he is clearly and is obliged without any exemptions to do so.

After so much time searching I can only assume either ex CIOCM Peter Newman Newman never wrote any MRE’s as he is obligated to do, or  for some reason only known within RSHQ CIOCM’s Peter Newman’s MRE’s were deliberately withheld.

I lodged this RTI application this morning

RTI for RSHQ then Chief Inspector of Coal Mines Peter Newman 5th May 2020 to 30th June 2021

1) Work Diary from 5th May 2020 to 30th June 2021

2)     All Mine Record Entries by CIOCO for the Anglo Grosvenor and Anglo Moranbah North (MNC) Coal Mines

3)     All email communications between CIOCM Newman and Anglo Grosvenor and Anglo MNC and Anglo Corporate Brisbane Office regarding the
explosion at Grosvenor 5th May and then Second Explosion at Grosvenor in June 2020 until 20th February 2021

4) All email communication between CIOCM Newman and Anglo Grosvenor and Anglo MNC and Anglo Corporate Brisbane Office regarding the spontaneous
combustion event at MNC between 20th February 2021 and 30th June 2020

5)     All email communication between CIOCM Newman and Anglo Corporate in Brisbane

5)     All email communication between CIOCM and the 2 External Technical Expert Consultants  engaged by Anglo Coal for assistance at MNC post the spontaneous combustion event 20th Feb 2020.
These are 2 technical Experts are one from the University of Qld and one from the company named Serinus. This includes all communication from the
5th May 2020 and June 30 2021 regarding the explosion at Grosvenor and the spontaneous combustion event at Moranbah North

6) All communication between CIOCM Newman and Inspector Ian Brown from the 5th May 2020 and 20th February 2021 regarding Grosvenor.

7) All communication between CIOCM Newman and Inspector Brown between 20th February 2021 and June 30 2021 regarding  Moranbah North

Maybe if and when I ever get a response we can get a sense of who, where, when and agenda of any meeting of Ex CIOCM Peter Newman had with Anglo Grosvenor Management, Anglo Moranbah North, Anglo Brisbane Corporate and the External Technical Experts employed by Anglo.

Time period is post the Grosvenor Explosion on the 5th May 2020 from an unidentified spontaneous combustion in the LW 104 goaf, then 6th June explosion from an out of control spontaneous event in the same LW 104 goaf and then the spontaneous combustion overpressure event in LW 605 at the Anglo Moranbah North Mine in February 2021.

It was also under ex CIOCM Peter Newman’s time that OWHSP and RSHQ CEO mark Stone made the decision to not prosecute any Management at Anglo Grosvenor Mine for the unidentified spontaneous combustion ignited methane explosion that burnt and forever permanently  gave the Grosvenor Five for such grievous bodily harm from 3rd degree burns on most of their bodies, never to work again anywhere

There is no legal action being taken against anyone at Grosvenor or Moranbah North, so there is no legal reason for RSHQ to deem my RTI to be asking for information that is is exempt and not in the public interest to release anyway.

Peter Newman, we know you were at Anglo Moranbah North on the 15th March 2021 meeting some unidentified and anonymous group of at least Anglo Senior Management and possibly external expert consultants as well as SIMTARS experts.

We also know that there was NO Mine Record Entry found by RSHQ written by you Peter Newman as CIOCM on that day.

Peter Newman, I can almost guarantee you will never say anything publicly about this till the day you take your last breath.

My RTI if granted and performed properly, should provide any and all of the comments and documents you exchanged, meeting minutes, investigation and technical reports.

Also we will know on what dates there should be MRE’s and for which of Anglo’s Moranbah North Coal in particular, and also Anglo Grosvenor filled out by you as Chief Inspector.

These MRE’s must be included in the Mine Record and posted and displayed on the Safety Notice Board for all Production and Engineering Mineworkers and even Staff to read.

But if I get your work diary we can see how often you met Anglo Representatives including Statutory and other Senior Officers and likely External Technical Experts.

Including where and when you met them, and what you were discussing.
