The North Goonyella Mine at around 5pm on the 3td of February had an orderly withdrawal of men. Luckily it seems that the Prep Seals were able to be closed to perform an Emergency Sealing and try and limit then bring under control the Spontaneous Combustion Heating.

The workers were withdrawn with 4 days remaining till the due date for Management addressing and officially Responding to the 3 Directives issued by Inspector Dobson on the 23rd of January.

Whether they did or not before the 3rd obviously whatever they provided Inspector Dobson between the 3rd and the 5th of February it was obviously not satisfactory. Otherwise he would not have said this

A number of documents have since been forwarded to comply with this Regulation, and for the purposes of re-entering the mine. However the content of these documents does not meet the requirements of Regulation 329, and does not demonstrate that adequate controls have been implemented so that the level of risk is acceptable for consent to re-enter the mine as per Regulation 330 Evacuating a mine after sealing. A summary of the matters which require amending/ addressing have been forwarded to the SSE, and the UMM. This document and the documents these matters are based upon are attached to this MRE.

At approximately 16:50 on 3/2/2014 analysis of a bag sample at 7North TG preparatory seal site taken from underground led to a Level 4 Tarp triggering the orderly withdrawal of persons from the mine. As part of the withdrawal of person from the mine the MG and TG preparatory seal sites were closed sealing the 7North Longwall panel.

IMT formed to review initial response to the Tarp level 4. On completion of the withdrawal of underground personnel a review committee was formed to determine the monitoring requirements as per the previous draft Sealing Management Plan and subsequent requirements to be met for re-entry.
