Moranbah North Inspection 9th March 2021. Reference of Technical Experts / Consultants reports are required for the re-entry risk assessment.

On the 9th of March. Inspector attends the Moranbah North Mine Site and this is his Mine Record Entry for the Inspection and Discussions.

Inspector Brown only met briefly with SSE to discuss the purpose of todays site visit and plan to return to site tomorrow 10/03/21 

Obviously the SSE was far to busy to even have a close out meeting with Inspector Brown later in the day

This is also the first day of  the second tranche of the Grosvenor Inquiry Public Hearings where Inspector Stephen Smith is the first to give evidence.

Yes you guessed it; Inspector Smith and also Anglo, and I assume their legal representatives do not even mention what is going on at Moranbah North despite extensive media coverage of the event.

Perhaps it is just all a case of mass amnesia.

 

Some of the more interesting things Inspector Brown sets out are

1. Recommended any PHMPs requiring review to first revisit the Broad Brush Risk Assessment (BBRA) for the site and update as required.

There are obviously still issues with the existing PHMP’s highlighted on the 20th of February and Inspector the Broad Brush Risk Assessment; (whatever that is). The Broad Brush Risk Assessment will go on the RTI list of documents.

 

2) Inspector Brown discussed with un-identified persons including the Longwall Superintendent the current list of SHMS documents identified so far by the risk assessment that require review,

It is further acknowledged that a number of these documents will require amendments. I requested to be provided the following documents as soon as they are available:

  1. 15816-GOAF INERTISATION PLAN 080321
  2. LW605 – Borehole Monitoring and Injection plan 20210306
  3. MNM – LW605 Gas Monitoring – 210308
  4. Reports or documented opinions of any Technical Experts that provide advice to the SSE

 

3. Reference of Technical Experts / Consultants reports are required for the re-entry risk assessment.

The Technical Experts / Consultants reports must be interesting reading.

These Reports are already on my next RTI list

It seems the Inspector requires the written views and recommendations of these Experts to be specifically included for the risk assessment process being conducted by a cross section of the workforce that includes actual faceworker representatives; niot just Senior Anglo Management and Consultants

We do know of at least two Technical Experts / Consultants engaged by Anglo.

One from the University of Queensland, the other from a company called Serinus. There could very well be more we are not aware of.

Where these same Consultants tied with the Anglo Grosvenor Mine pre and/or after the explosion at Grosvenor the previous year?

Were they part of the Anglo Investigations and did they contribute to the Investigation Reports provided to the Inspectorate?

Were any of the Technical Experts / Consultants reports into the Grosvenor Explosion ever referenced at the Grosvenor Inquiry?

Have any of these Technical Experts / Consultants given Presentations at the 2023 QMIHS safety Conference at the Gold Coast?
