SUBMISSION PRE-DRAINAGE of METHANE

There is evidence there is a much closer relationship between Arrow Energy and Anglo Coal than described at Grosvenor Inquiry.

FINDINGS

There appears to be direct engagement by Arrow Energy to do pre-drainage holes in the Mined Goonyella Middle Seam.

Drainage holes drilled by Arrow were not for long term gas production by Arrow and done specifically for Grosvenor Mine gas drainage.

MG103 21ct B – C

Arrow had control of the boreholes for 8 months before the boreholes were transferred to Anglo Coal Grosvenor control.

Drainage borehole was grouted l0 to 11 months after being drilled.

The timing of the boreholes indicates that Anglo Coal had a commercial arrangement with Arrow for methane Drainage boreholes.

The Environmental Impact Statement (EIS) of Grosvenor mine was approved in September 2011 and the project received approval from the Queensland government in 2012. In March 2015, the first coal was shipped from the mine.

The holes were drilled between the approval for the Mine by the Queensland Government in 2012 and before the first development coal was mined in 2015.

Logically and legally the arrangement could only have been entered into by the Holder and Operator of the Lease and Mine.

Mr Britton as Head of Underground Operations at the time and until 2021 would have been part of the negotiations of the Arrangement.

QUESTION

Does a similar arrangement exist for drainage of the P seam and other seams above the Goonyella Middle Seam?

REASON

Arrow drills one vertical and 2 lateral boreholes in October 2014.

This is when Construction Phase of Grosvenor was commencing.

On the 29th of July 2016 (8 months later) the gas drainage wells were transferred to Anglo control.

Holes are grouted between 25th August and 2nd September 2016

MG103 21ct B – C

Incident Description:

Whilst mining in MG103 21ct B to C, SIS – GMO16B borehole had been intersected on nightshift.  The grouting program had been conducted in August 2016 with the aim of fully grouted the hole.  Upon intersecting the borehole in 21ct an unexpected high flow of 115 lt/sec entered the working face.  Due to the methane make through the auxiliary fan, the fan tripped at 2% on the internal flow sensor. When the fan tripped the face crew made their way to the last open C/T. Once the panel had been degassed and ventilation restored, the survey of borehole identified that it was not fully grouted.
