I received a reply from the Department and Cabinet today.

In short it states that Cabinet were never provided even the Ministerial Report.

200 Page Report including a Findings section already Edited and Revised from 20 pages to 6 gets summarized for Cabinet with these few lines

RESULTS OF INVESTIGATION

6 . The report of the Project Team was submitted to me on 18th June, 1990.

Each expert consultant ‘ s contribution has been included without change although other authors/ project team members do not necessarily agree with all the material .

                 The important findings of this project are: —

  • no evidence was produced to challenge the findings of the Warden’s Inquiry
  • forensic pathology and computer model ling have potential for assisting in determining the origin and path of an explosion

 priority needs to be given to further research into preventive measures

  • future investigations following an explosion should make use of a wider range of technical and scientific skills properly co—ordinated .

RE Cabinet Minute attachment

Thank you for your email sent 4 January 2021 seeking a copy of report allegedly attached to Cabinet Submission No 544, dated 16/07/1990 RE subject Coal Mine Explosion Research Project – by Minister Vaughan. You state the Submission says that there were 53 copies made and Cabinet Secretariat 50 copies Minister 1 Copy Director General 1 copy Cabinet Legislation and Liaison Officer 1 Copy and you cannot locate the attachment.

Simply put there is no attachment. We have been in contact with Cabinet Services staff who have confirmed this and replied with the following statement:

The 53 copies ­ in the covering letter to the minute is referring to the circulation of the submission itself (as is standard procedure) rather than the actual research report itself. I cannot see any reference in the minute to the actual full report being attached to the submission, only the annexure summary of the recommendations. Which would explain why the full report is not included.

I hope this clarifies the situation with the Cabinet Minutes and how they are created/processed.

I cannot locate it in the archives even though I can find the Cabinet Minute
